Mizoram Becomes India’s First Fully Literate State

In a proud and historic moment for India, Mizoram has become the first state in the country to achieve full functional literacy. The Hon’ble Chief Minister of Mizoram, Shri Lalduhoma, officially announced this landmark achievement on 20th May 2025 during a celebratory event held at Mizoram University in Aizawl.

This milestone marks a major victory in Mizoram’s educational journey. It also sets an inspiring precedent for other Indian states striving for universal literacy.

Mizoram: India’s First Fully Literate State

This declaration reflects years of dedicated efforts to promote education, especially adult literacy and inclusive learning. With this success, Mizoram leads the nation in the pursuit of complete literacy. It aligns closely with both the National Education Policy (NEP) 2020 and the ULLAS – Nav Bharat Saaksharta Karyakram.

According to the 2023-24 Performance Grading Index for Literacy Survey (PFLS), Mizoram has achieved an impressive 98.20% literacy rate. This figure surpasses the Ministry of Education’s benchmark of 95% required for full functional literacy.

How Mizoram Achieved Full Literacy: A Community-Driven Approach

What makes Mizoram’s success truly remarkable is its community-driven model under the ULLAS Scheme. In August–September 2023, Cluster Resource Centre Coordinators (CRCCs) conducted a door-to-door survey. They identified 3,026 non-literate individuals across the state. Out of them, 1,692 learners participated in focused learning interventions.

More than 290 volunteers, including students, educators, and social workers, came forward to teach. This strong sense of duty—rooted in the Mizo cultural spirit and Kartavya Bodh—played a crucial role. The initiative showcased how volunteerism can transform educational outcomes.

ULLAS – Nav Bharat Saaksharta Karyakram: A Game Changer

Launched in 2022, the ULLAS – New India Literacy Programme has been instrumental in Mizoram’s achievement. This centrally sponsored scheme targets adults aged 15 years and above who missed out on formal education. Its motto, Bharat – Jan Jan Saakshar, reflects its inclusive mission.

  • Foundational Literacy and Numeracy
  • Critical Life Skills
  • Basic Education
  • Vocational Skills
  • Continuing Education

The scheme has seen wide implementation across India. So far, it has registered over 2.37 crore learners and 40.84 lakh volunteer teachers through the ULLAS Mobile App. Moreover, 1.77 crore neo-literates have appeared in the Foundational Literacy and Numeracy Assessment Test (FLNAT).

Mizoram stands out in how effectively it adopted and localized this national scheme. The success illustrates the potential of adult education programs when backed by community support.

The declaration event at Mizoram University saw attendance from several key dignitaries:

Their presence highlighted the central government’s recognition of Mizoram’s literacy achievement and its wider significance.

Why Mizoram’s Literacy Milestone Matters

Back in 2011, Mizoram had a literacy rate of 91.33%. Reaching full functional literacy in 2025 shows the power of sustained efforts, government commitment, and active citizen participation.

This achievement is not just about the ability to read and write. It empowers individuals, improves livelihoods, and strengthens inclusive development. Education is the foundation of progress, and Mizoram’s journey proves that no one should be left behind.

With Ladakh achieving full literacy as a union territory in 2024, India is clearly gaining momentum toward universal adult literacy.
