Goa has made history! The state is now officially fully literate under the ULLAS – Nav Bharat Saaksharta Karyakram, also called the New India Literacy Programme. This major announcement came from Chief Minister Dr. Pramod Sawant during Goa’s 39th Statehood Day celebration on May 30, 2025, at Dinanath Mangeshkar Kala Mandir in Panaji.

Goa is now the second Indian state to cross the 95% literacy mark, a key milestone in the journey toward universal literacy by 2030. This goal was set under the National Education Policy (NEP) 2020.

Goa’s Literacy Achievement: A Model for India

According to the PLFS 2023–24 report, Goa had a literacy rate of 93.60%, already one of the best in the country. However, a fresh state-level survey found that Goa has now achieved complete functional literacy.

This success shows how adult education programmes can change lives. It also proves that inclusive efforts under schemes like ULLAS can truly work when implemented with dedication.

Government Collaboration Made It Possible

Goa followed a whole-of-government approach. The state involved multiple departments such as:

  • Directorate of Panchayats
  • Directorate of Municipal Administration
  • Directorate of Social Welfare
  • Directorate of Planning & Statistics
  • Directorate of Women & Child Development

These departments helped identify non-literate people in different areas. Their combined efforts ensured no one was left behind.

Volunteers Drove the Literacy Movement

One of the strongest pillars of Goa’s literacy success was the power of its people. Swayampurna Mitras and social welfare field workers helped spread awareness. They supported learners through the entire process—from registration to certification.

Alongside them, SCERT officials, school heads, and local administrators also played a key role. Together, they made sure the learning journey was smooth and effective.

What is the ULLAS Scheme?

The ULLAS – Nav Bharat Saaksharta Karyakram was launched in 2022. It is a centrally sponsored scheme that aims to educate adults aged 15 years and above who missed school.

This programme includes five components:

  1. Foundational Literacy and Numeracy
  2. Critical Life Skills
  3. Basic Education
  4. Vocational Skills
  5. Continuing Education

So far, more than 2.40 crore learners and 41 lakh volunteer teachers have joined the ULLAS mobile app. Also, over 1.77 crore learners have taken the Foundational Literacy and Numeracy Assessment Test (FLNAT).
